About the Delaware County Sex Offender Registry

Pennsylvania maintains a single statewide sex offender registry for all 67 counties. The Pennsylvania State Police administers the registry under 42 Pa.C.S. Chapter 97. Delaware County does not operate its own local registry. Every registered sex offender who lives, works, or attends school anywhere in Delaware County is listed on the same PSP Megan's Law website used by all Pennsylvania counties.

Delaware County government provides a wide range of county services, but all sex offender registry searches are conducted through the statewide PSP Megan's Law website. delaware county sex offender registry delaware county government

Delaware County is the fifth-most populous county in Pennsylvania, and its registry includes offenders from across its many townships, boroughs, and municipalities southwest of Philadelphia.

Each registry listing for a Delaware County offender includes the person's full name and aliases, year of birth, current residential address, and a recent photograph. The site also shows the employment city and county, the specific offense requiring registration, and the conviction date where known. Photos must be updated at least once per year. PSP updates the online database the same day any change is entered into the computerized registry system.

The Delaware County government does not maintain a separate sex offender list. All registry lookups for offenders in Media, Chester, Upper Darby, or any other Delaware County municipality are conducted through the statewide PSP Megan's Law website.

Note: PSP notes that some registry data is provided by the registrant, and the database does not represent every person who has ever committed a sexual offense in Delaware County, only those required to register under current law.

How to Search Delaware County Sex Offenders

Go to meganslaw.psp.pa.gov to find registered sex offenders anywhere in Delaware County. The county search returns all offenders with a current registered address in Delaware County. The municipality search narrows results to a specific township or borough. Delaware County has many distinct municipalities, and the site lists each separately, so you can search Upper Darby Township, Haverford Township, Radnor Township, Chester City, or any other community individually.

The radius search is well-suited to Delaware County's dense, urban character. Enter any street address and select a radius up to five miles. The site returns all registered offenders within that distance and places them on a map. This tool is useful for checking the area around schools, parks, and residential blocks throughout the county. There is no cost and no account needed to run any search.

If you are searching for a specific person, use the name search, which covers all Pennsylvania registrants and can be filtered by county. The Megan's Law FAQ page explains what information is available and how results are displayed. PSP cannot provide details beyond what appears publicly on the website.

Delaware County and Pennsylvania Megan's Law

Delaware County is the fifth-most populous county in Pennsylvania, located immediately southwest of Philadelphia. It is a largely urban and suburban county with more than 40 separate municipalities, each with its own government. Most of these municipalities have their own police departments. Upper Darby Township is the largest single municipality in Delaware County by population and has its own substantial police force. The diversity of local police agencies means Megan's Law enforcement is distributed across many departments, all coordinating with PSP and the Delaware County Sheriff.

Upper Darby Township is the most populous municipality in Delaware County and one of the primary law enforcement jurisdictions for Megan's Law compliance in the county. delaware county sex offender registry upper darby township

Upper Darby Police and municipal departments across Delaware County work in coordination with PSP and the Delaware County Sheriff on sex offender registration enforcement.

The Pennsylvania Megan's Law system covers all of Delaware County without gaps, from the older urban communities along the Delaware River to the suburban townships further west. All offenders registered in any Delaware County municipality appear on the same statewide database. Registration and verification must be done in person at PSP-approved sites. Offenders must report changes within three business days regardless of which municipality they live or work in.

Delaware County residents can use the Megan's Law search tool to look up offenders by name, municipality, zip code, or radius from any county address at no cost.

Note: Because Delaware County has dozens of separate municipalities, residents should search by their specific municipality or use the radius search centered on their home address rather than relying solely on a countywide search for neighborhood-level results.

Sex Offender Tiers in Pennsylvania

Pennsylvania classifies sex offenses committed on or after December 20, 2012 into three tiers. Tier I carries the least restrictive requirements. Tier I offenders in Delaware County register for 15 years and must verify their information once per year in person at an approved PSP site. Tier II offenders register for 25 years and appear for verification twice per year. Tier III offenders register for life and must verify quarterly. The PSP registration details page specifies which offenses fall under each tier classification.

Offenders convicted before December 20, 2012 fall under the prior framework and are classified as ten-year or lifetime registrants. Both categories require annual verification. Offenders without a fixed address, including those anywhere in Delaware County, are treated as transient and must verify monthly. The full statutory authority for all registration requirements statewide is found at 42 Pa.C.S. Chapter 97.

Sexually Violent Predators are designated separately from the three-tier system. An SVP is a person convicted of a sexual offense who is found by a court to have a mental abnormality or personality disorder creating a likelihood of future predatory offenses. SVPs in Delaware County register for life, verify quarterly, and are subject to active community notification whenever they establish or change a residence in the county. The Sexual Offenders Assessment Board evaluates all potential SVPs before sentencing.

Note: Time spent in prison does not count toward completing a 15-year or 25-year registration period. The registration clock pauses during incarceration for all Delaware County offenders.

The Delaware County Sheriff's Office coordinates with PSP on registry matters affecting the county. Local police departments in Upper Darby, Chester, Haverford, Radnor, and other municipalities actively participate in Megan's Law enforcement within their jurisdictions. When a Sexually Violent Predator moves into a municipality with its own police department, the local chief receives notification flyers from PSP for distribution to neighbors and nearby institutions. In areas without a local force, PSP handles distribution directly. Given Delaware County's density and the proximity of many municipalities, coordination between PSP and local departments is ongoing.

Offenders whose offense date falls on or after December 20, 2012 must provide advance notice before international travel. They must appear in person at an approved PSP site at least 21 days before departing the United States and provide travel dates, destination countries, and all known lodging information. Any resident can check the registry at any time without cost.

When an SVP establishes a residence in Delaware County, PSP sends written notification to the law enforcement agency with primary jurisdiction over that address. Given Delaware County's many municipal police departments, this is typically the local department serving that borough or township. The local chief or appropriate official then distributes flyers to all residences within 250 feet of the SVP's address, or the 25 nearest residences, whichever covers more people. Schools within one mile receive written notification. Licensed daycares and preschool programs in the area also receive notice. Colleges and universities within 1,000 feet of the address are notified, which can apply in communities near Villanova University, Widener University, Swarthmore College, and other institutions in the county. The director of the Delaware County children and youth services agency is always included in notification.

Delaware County residents can sign up for free email alerts through the Megan's Law website's Community Tools section. Create a free account, save up to five addresses, and receive daily email alerts whenever a registered offender moves within a five-mile radius of any saved address. This is especially useful in a densely populated county where offenders may be nearby.
