About the Clinton County Sex Offender Registry

Pennsylvania operates one statewide sex offender registry under 42 Pa.C.S. Chapter 97. The Pennsylvania State Police administers the system through the public Megan's Law website. All registered sex offenders who live, work, or attend school in Clinton County appear in the same database available to residents across the state. There is no separate Clinton County sex offender registry. Every search starts at the PSP Megan's Law site.

Each registry entry for a Clinton County offender includes their name, known aliases, year of birth, current home address, employment location, and a recent photograph. The qualifying offense and conviction date appear when available. Photographs must be updated at least once per year. PSP notes that the registry does not necessarily include every person who has ever committed a sex offense in Clinton County, and some information may not reflect same-day changes in every case.

Clinton County is a north-central Pennsylvania county situated along the West Branch Susquehanna River. Lock Haven, the county seat, is home to Lock Haven University. Under the Campus Sex Crimes Prevention Act, Lock Haven University is required to make the PSP Megan's Law website available to students, faculty, and staff so that campus community members can search for registered sex offenders near the university and throughout Clinton County.

The Clinton County government does not maintain a separate sex offender database. County residents rely entirely on the statewide PSP system for all registry lookups covering Lock Haven and every municipality in Clinton County.

Note: The Megan's Law website processes updates on the same day they are entered into the registry, so search results for Clinton County offenders always reflect the most current information PSP has on file.

How to Search Clinton County Sex Offenders

Visit meganslaw.psp.pa.gov to begin your search. No login is required and the search is always free. Select Clinton County from the county dropdown to return all registered sex offenders currently residing in the county. You can refine results by choosing a specific municipality such as Lock Haven or Renovo, or by entering a zip code to focus on a particular part of the county.

The radius search tool is particularly useful in Clinton County, where the county spans a large and mostly rural area. Enter any address in Lock Haven or anywhere else in the county and choose a search radius up to five miles. The site returns a list and an interactive map showing all registered sex offenders within that distance. This is useful for checking your neighborhood, a child's school, a local park, or any other location you want to monitor.

Searching by name is an option when you know who you are looking for. A name search covers the entire state, so if a Clinton County offender appears, their current address and offense information will be visible. The Megan's Law FAQ page explains what each data field means and what information the public is entitled to see. PSP cannot share additional details beyond what is published on the website for any Clinton County offender.

The email notification service available on the Megan's Law site is a practical tool for Clinton County parents and residents. After creating a free account under Community Tools, you can monitor up to five addresses and receive a daily email alert whenever a registered sex offender moves within five miles of any address you have entered. This lets you stay informed without needing to run searches manually.

Note: Search results from the Clinton County portion of the Megan's Law registry are for informational purposes. Using this information to threaten or harass any registered individual is prohibited by law.

Clinton County and Pennsylvania Megan's Law

Pennsylvania's Megan's Law applies identically across all 67 counties. Clinton County is subject to the same statutes, registration timelines, and verification requirements as every other Pennsylvania county. Any person convicted of a qualifying sexual offense who resides, works, or attends school in Clinton County must register with PSP and comply with all ongoing obligations assigned to their tier classification.

The Pennsylvania State Police Megan's Law website is the only official public source for finding registered sex offenders living, working, or attending school in Clinton County, Pennsylvania. clinton county sex offender registry megan's law registry

Clinton County residents can search the Megan's Law site at any time, free of charge, to find registered sex offenders near their home, school, or place of work.

All registered sex offenders in Clinton County must appear in person at an approved PSP registration or verification site. They must report any change to their name, home address, temporary lodging, employer, phone numbers, vehicles, email addresses, or internet identifiers within three business days of the change. The in-person requirement applies to every update. An offender who moves to Clinton County from another Pennsylvania county or from another state must register within three business days of establishing a new Clinton County address.

Lock Haven University students, staff, or faculty who are registered sex offenders must include the university as part of their registration with PSP. The campus falls under the Campus Sex Crimes Prevention Act. Any registered sex offender who enrolls at or works for Lock Haven University must disclose that enrollment or employment as part of their registration, even if they live off campus in Lock Haven or a nearby township.

Note: An offender who commutes to Clinton County for work but lives in a neighboring county must still appear on the Clinton County portion of the Megan's Law registry because of their employment location.

Sex Offender Tiers in Pennsylvania

Pennsylvania classifies sexual offenses committed on or after December 20, 2012 into three tiers. Tier I carries a 15-year registration period with annual in-person verification at a PSP site. Tier II requires 25 years of registration with in-person verification twice per year. Tier III requires lifetime registration and in-person verification every three months. The PSP registration page lists the specific offenses assigned to each tier.

Offenders convicted before December 20, 2012 operate under the prior statutory framework and are classified as ten-year or lifetime registrants. Both groups verify their information annually. Transient offenders without a fixed residence verify monthly regardless of their tier. Every Clinton County sex offender falls under the classification that matches their conviction date and offense category.

Sexually Violent Predators are a distinct category from the three tiers. SVP designation follows a court proceeding based on an assessment by the Pennsylvania Sexual Offenders Assessment Board. SVPs must register for life, verify quarterly, complete lifetime counseling with an approved provider, and submit to active community notification each time they establish a new address in Clinton County or elsewhere in Pennsylvania. The full statutory framework is at Title 42 Chapter 97.

Registration time is tolled while an offender is incarcerated. A Clinton County Tier I offender who serves four years in prison still owes 15 full years of registration after release. Time in custody does not reduce the registration period. This tolling rule applies to Tier I and Tier II offenders regardless of which Clinton County facility they are held in.

Note: Courts in Pennsylvania can also impose registration requirements that differ from the standard tier schedule in specific circumstances, so not every Clinton County offender falls squarely under Tier I, II, or III.

In Lock Haven, that is the Lock Haven City Police. In townships patrolled by PSP, the barracks handles distribution directly. Neighbors within 250 feet of the SVP's address, or the 25 nearest residences, whichever covers more people, receive flyers. Schools within one mile and daycares are also notified. Colleges and universities within 1,000 feet receive notification. Lock Haven University falls within this category for SVP addresses near campus. The director of Clinton County children and youth services always receives formal notification.

Note: Clinton County residents in areas without a local police department should contact the PSP Lock Haven Area barracks to report concerns about a registered sex offender in their area.

International travel requires advance notice of at least 21 days. Any Clinton County offender whose qualifying offense occurred on or after December 20, 2012 must appear in person at a PSP site before traveling outside the United States. At that appointment, they must provide departure and return dates, destination countries, and any planned lodging information. PSP then relays this information to the U.S. Marshals Service. Failing to provide advance notice of international travel is a separate criminal violation.

Clinton County offenders who spend more than three consecutive days at a location other than their registered address must report that temporary address to PSP within three business days. This includes stays at hotels, family residences, or any other temporary location inside or outside of Clinton County. Community Notification in Clinton County

Active community notification in Clinton County applies only to Sexually Violent Predators and Sexually Violent Delinquent Children. Tier I, II, and III registered sex offenders appear on the public Megan's Law website, but PSP does not proactively notify Clinton County neighbors when a non-SVP offender moves to a new address in the county.

When an SVP registers a new Clinton County address, PSP delivers notification materials to the local police chief with primary jurisdiction over that address. The chief then distributes flyers to all residences within 250 feet of the SVP's home, or the 25 nearest residences, whichever is broader. Schools within one mile receive written notice. Licensed daycares and preschool programs are also notified. Any college or university within 1,000 feet of the SVP's address receives notification. In Clinton County, this threshold is especially relevant for SVP addresses in or near Lock Haven, given the proximity of Lock Haven University to residential neighborhoods.

The director of Clinton County's children and youth services agency always receives formal notification when an SVP registers in the county. Victims of SVPs receive their own written notice from the Office of Victim Advocate at 1-800-563-6399. Victim identities are kept confidential and never appear in community notification materials shared with the public or neighbors.

Clinton County residents who want ongoing alerts can sign up for free email notifications on the Megan's Law website. Note: Community notification is a supplement to the public Megan's Law search, not a replacement. Clinton County residents are encouraged to run their own searches periodically rather than relying solely on alerts or official notifications.

Reporting Non-Compliance in Clinton County

If you believe a registered sex offender in Clinton County is violating their registration obligations, report it immediately. Call the PSP Megan's Law Section at 1-866-771-3170 or contact your local police. The Lock Haven City Police and PSP Lock Haven Area barracks both handle Megan's Law enforcement matters. Reports can also be submitted through the tip feature on the Megan's Law website.

Non-compliance takes different forms. It includes missing a scheduled verification appointment, failing to report an address change within three business days, providing false information at registration, using internet accounts without disclosing them to PSP, and living or working at an address not on file with PSP. Each situation is worth reporting. You do not need to be certain that a violation has occurred before contacting PSP. Law enforcement will investigate and determine the appropriate response.

Pennsylvania law at 18 Pa.C.S. § 3130 makes it a felony of the third degree to help a non-compliant registered sex offender avoid their obligations. Knowingly concealing an offender's location, providing false information to law enforcement, or otherwise assisting a non-compliant offender in Clinton County can result in criminal charges for the helper. This applies to family members and friends as much as it applies to anyone else who aids a non-compliant offender in evading the law.

Note: If you find inaccurate or outdated information about a Clinton County sex offender on the Megan's Law website, call 1-866-771-3170 to report the discrepancy to the PSP Megan's Law Section directly.
